Plan for Federal Investments

Currently, Ohio lacks a coordinated and focused strategic effort to obtain federal funds to improve broadband services. Several federal agencies (see below) offer grants or loans related to broadband facilities or applications development that have not been leveraged to date in Ohio. The Ohio Broadband Ohio Council will develop a strategic plan that identifies federal sources of funding for broadband implementation projects and application development. The plan includes using the Governor’s Washington D.C. office in conjunction with Ohio’s congressional delegation to develop an aggressive plan for obtaining federal funds for broadband deployment and applications development.

The government markets that will support this initiative include:

  • Court networks
  • Economic development
  • Homeland security
  • First responders
  • Health and Human Services
  • Network research
  • Rural broadband deployment
  • Workforce development

The targeted federal and allied agencies and organizations include:

  • American Distance Education Consortium
  • Appalachian Regional Commission
  • Directed Congressional Appropriations
  • Federal Communications Commission
  • National Institutes of Health
  • National Science Foundation
  • U.S. Department of Agriculture
  • U.S. Department of Commerce
  • U.S. Department of Defense
  • U.S. Department of Education
  • U.S. Department of Energy
  • U.S. Department of Health and Human Services
  • U.S. Department of Labor

This aggressive initiative will be coordinated through OBC and managed by the Office of Information Technology and the Ohio Supercomputer Center. The goal of this initiative will be to become the most successful state in the country to obtain federal funds by 2011.
